Encroachment Permit Application Requirements
Application
- Requires complete and accurate descriptions of all work proposed, location, portion of right-of-way, and other details.
- Provide drawings and plans to supplement written descriptions as needed.
- List all contractors and subcontractors proposed to perform work under the permit.
- Include name, complete contact information, contractor license number, classification and nature of work.
- We are accepting encroachment permit applications electronically via the e-permitting Public Portal. If in-person intake is needed, please contact staff to schedule an appointment.
Submittals
Indemnity Agreement and Insurance
Applies to all contractors performing work under an Encroachment Permit within or upon any public right of way, street, sidewalk, easement or City-owned property in the City of Sebastopol.

No insurance submittals will be reviewed until a completed application has been submitted along with the required fees.

Copy of Approved Caltrans Encroachment Permit
Specific locations only, as specified below.
For most projects located on State Highways 116 and 12 within Sebastopol, a separate permit from Caltrans is required prior to approval of the City permit. This applies to the following streets:
- Gravenstein Highway (N & S)
- Petaluma Avenue
- McKinley Street
- Healdsburg Avenue
- Main Street (N & S)
- Sebastopol Avenue
Payment of Fees and Deposits

Business License
A City of Sebastopol Business License is required for all contractors performing work under an Encroachment Permit within or upon any public right of way, street, sidewalk, easement or City-owned property in the City of Sebastopol. To apply for or renew a Contractor’s Business License, contact the Building Department at (707) 823-8597.
